Electronic Blue Sheet
The procedures for submitting the Blue Sheet using GroupWise are outlined in the link, Blue Sheet Submissions. If you follow these procedures as they are presented, you will be able to submit the Blue Sheet electronically to the Office of Sponsored Programs (OSP) without leaving your desk. Furthermore, you will be notified by your dean via email that the Blue Sheet and associated documents have been approved at the College level and forwarded to OSP.
Principle Investigators (PIs) of single investigators proposals are not required to use this system but may elect to use it if they would like the convenience of not having to leave their desk to obtain signatures from their chair or dean.
Blue sheet SubmissionsExternal Review Request
Review of draft proposals are submitted through the WV (state) EPSCOR office in Charleston by the Research Office from the Associate Vice President’s Office. Reviews are returned to the PI in time to make revisions prior to submission. Proposals must be submitted for review one month in advance of the federal agency submission date and the PI needs to allow for the five (5) day OSP deadline.
When requesting an external review:
- Submit your proposal in Word format
- Include your RFP or solicitation notice
- Complete the review request sheet

Grant Mentor Program
The document below outlines the procedures for requesting a WVU Grant Mentor to assist you in writing a highly competitive proposal. Presently, a cohort of 22 WVU faculty who are experienced and successful grant writers are available to be assigned to PIs. If you are planning to submit a proposal to federal agencies, state agencies or other sources, the mentors can work with you to help develop a competitive proposal.
